Green Scrolls are the town’s currency for people. You get them by repairing the ruined houses in Town, and you hand them to Linda, who turns them into new residents.
There are exactly 200 of them in the game and no way to make more. Sixteen houses can be repaired, each pays a fixed amount once, and that is the entire supply.
Which makes the order you repair in matter, because the payout has very little to do with what the repair costs.

Repairing all sixteen gives 200 scrolls and 78 Village Reputation. That is the ceiling on both, so nothing here is farmable and none of it is repeatable.
Five houses carry sixty percent of the supply

Four of those five pay 25 scrolls each and the fifth pays 20, so the group hands over 120 of the 200 scrolls in the game. They also pay 8 Village Reputation apiece, which is the highest of any house.
Thirty one kits for 25 scrolls and 8 reputation is the best rate in Town by a wide margin. Nothing built from tier one kits comes close on either number.

Identical houses do not pay the same
Here is the part that catches people. Five houses share one repair list of twenty Building Kit I, ten Wooden Kit I and six Furniture Kit I. Four of them pay 10 scrolls and the fifth pays 3.
Two more houses share a list of thirty Building Kit I, ten Wooden Kit II and four Sculpture Kit II. One pays 10 and the other pays 3, for the most expensive tier one repair in the game.

Two houses with the same shopping list can pay 10 scrolls or 3, and nothing in the dialog distinguishes them. The 44 kit house that pays 3 is the worst deal in Town.
For comparison, the small house near the start costs 12 kits and also pays 3. Same scrolls, a quarter of the materials, so the expensive tier one repairs are worth doing for their reputation rather than their scrolls.
The two smallest houses are honest about it. Repair Small House is eight kits for a single scroll, Repair House is twelve for three, and neither pays any reputation at all.
Linda, and the ship that comes on Lust
Scrolls do nothing in your bag. You take them to Linda, and the tutorial is the clearest statement the game makes about what they are for.
Houses give Green Scrolls. Deliver them to Linda every Lust to increase citizen reputation and your maximum happiness limit.
The game, in a single tutorial line

Lust is the third day of the six, and it is the day the merchant ship docks. Linda’s plan is to fill it, which is why the scrolls raise your maximum happiness rather than giving you happiness directly.
Once a week, on Lust, a merchant ship docks at the port. / I’ll make sure the next one is carrying people looking for a fresh start. / But I’ll need some advertising materials from you.

Graveyard Keeper 2 Green Scroll FAQ
How do you get Green Scrolls in Graveyard Keeper 2?
By repairing the ruined houses in Town. Each house pays a fixed number once, and there is no other source: nothing crafts them, drops them or sells them.
How many Green Scrolls are there in total?
Two hundred, across sixteen repairable houses. Repairing all of them also gives 78 Village Reputation.
Which houses give the most Green Scrolls?
The five whose repair list asks for Building Kit II, Furniture Kit II and Sculpture Kit II. Four pay 25 and one pays 20, so those five alone are 120 of the 200 scrolls.
Why did two identical houses give me different amounts?
Because the payout is set per house, not per type. Five houses share one repair list and pay 10, 10, 10, 10 and 3, and two more share another and pay 10 and 3. The dialog does not distinguish them.
What do you do with Green Scrolls?
Take them to Linda on the Day of Lust. They raise citizen reputation and your maximum happiness limit, and they are the advertising material that brings new people in on the merchant ship.
What day do you give scrolls to Linda?
Lust, the third day of the six day week, which is also the day the merchant ship docks at the port.
Are Green Scrolls worth any money?
No. They have no sale price and no vendor buys them, so their only use is the delivery.
Is it worth repairing the two smallest houses?
They are cheap but they pay nothing else. Repair Small House is eight kits for one scroll and Repair House is twelve for three, and neither gives any Village Reputation at all.
Which repair is the worst value?
The 44 kit house that pays 3 scrolls. Repair House pays the same 3 for twelve kits, so you are spending nearly four times the materials for the same scrolls. Its 7 Village Reputation is the only reason to do it.
