Pandemonium is a novice-difficulty quest released on January 19, 2025, that introduces players to the Sailing skill in Old School RuneScape. This short quest has no requirements and serves as your introduction to sailing mechanics, boat navigation, and The Pandemonium island hub. Completing this quest is mandatory to unlock the Sailing skill.

The quest involves learning basic sailing controls, getting betrayed by two NPCs, and acquiring your first vessel. You’ll complete a simple cargo delivery task while learning how to navigate the seas. This guide provides a straightforward walkthrough to help you complete Pandemonium quickly and efficiently.

⚔

Requirements

Pandemonium has no skill or quest requirements. Any player can start this quest immediately by traveling to Port Sarim. This makes it one of the most accessible quests in Old School RuneScape and an excellent starting point for new players interested in the Sailing skill.

You do not need to bring any items to start or complete Pandemonium. The quest provides a Hammer and Saw during the walkthrough when you need them. Simply arrive at Port Sarim with empty inventory slots, and you’ll receive everything necessary during the quest.

Quest Walkthrough

The Pandemonium quest consists of four main phases. Follow these steps carefully to complete the quest and unlock Sailing.

Phase 1: Initial Voyage

Travel to Port Sarim and locate Will and Anne at the docks near the quest start icon. Speak with them to begin the Pandemonium quest. They’ll invite you aboard their training boat for a sailing lesson.

Locate Will or Anne at Port Sarim Docks

Once aboard, click “I’m ready” when prompted. After some dialogue, click to Navigate The Helm to take control of the boat. The helm is the wooden steering mechanism that allows you to control any vessel in Old School RuneScape.

Will and Anne will instruct you to sail south through the Bay of Sarim toward a sunken ship location east of the Karamja Shipyard. Click Set Sails to begin moving, then click on the water where you want to navigate. Your character will automatically steer toward that point.

As you sail, you’ll notice wind gusts appearing around your sails. Click on these wind indicators to Trim The Sails, which provides a 12-second speed boost and grants Sailing experience. This mechanic will be important for efficient sailing throughout your training.

Sail South to the Loot

Continue sailing south until you reach the designated location near the sunken ship. Click Trim Sails (or Unset Sails) to stop your boat completely. Once stopped, click to Deploy The Salvaging Hook to search the waters below.

You’ll pull up a Mysterious Medallion and an Old Cup from the shipwreck. However, Anne immediately betrays you by throwing you overboard. You’ll swim to shore and wash up on The Pandemonium island, beginning the next phase of the quest.

Phase 2: Arriving at The Pandemonium

After washing ashore, head to The Pandemonium Pub and speak with Squawking Steve Beanie, the bartender. He’ll provide information about the island and direct you to other NPCs. Next, speak with Ribs, who is also in the pub area.

Speak to Squawking Steve Beanie behind the bar

Ribs will send you back to Steve to discuss Will and Anne’s whereabouts. When speaking with Steve again, select the dialogue option “Do you have any idea where Will and Anne may have gone?” This advances the quest and leads you to Junior Jim.

Speak with Junior Jim at the docks. He’ll offer to help you acquire your own boat so you can pursue Will and Anne. Junior Jim will teleport you to the shipyard to begin outfitting your first vessel.

Phase 3: Getting Your Raft

At the shipyard, Junior Jim trades the Old Cup you salvaged for a Basic Raft. This raft becomes your personal vessel. Click on the Gangplank to board your new boat.

Once aboard, you’ll see a Build Facility Hotspot. Click on it to open the construction interface. Select to build a Basic Cargo Hold, which is provided free during the quest. This cargo hold allows you to transport goods between ports.

After constructing the cargo hold, disembark your raft by clicking the Gangplank again. Junior Jim will teleport you back to The Pandemonium docks. He’ll then assign you a task to deliver cargo from Port Sarim back to The Pandemonium as your first official sailing job.

Phase 4: Cargo Delivery

Board your raft at The Pandemonium docks and click Navigate The Helm. Set your sails and navigate north toward Port Sarim. The journey is straightforward, head north from The Pandemonium, staying aware of any islands in your path.

As you sail, click on wind gusts when they appear to gain speed boosts and experience. When you approach Port Sarim (you’ll see dock markers and flags), unset your sails to stop your vessel. Click the Gangplank to disembark at Port Sarim.

Locate the Port Master at the docks and speak with them. Click the ledger table with the gold coins icon to Take Cargo. Make sure your inventory has empty slots before taking the cargo.

The Ledger Table

Return to your raft and board it via the Gangplank. Before navigating, right-click your Basic Cargo Hold and select Quick Deposit to store the cargo in your ship’s hold. This is crucial, you cannot navigate while holding cargo in your inventory.

Navigate The Helm again and sail south back to The Pandemonium. The return journey is a straight route south. Watch for wind gusts to maintain good speed and gain additional experience.

Upon arriving at The Pandemonium, unset your sails and disembark. Before leaving your raft, open your Basic Cargo Hold and Withdraw the cargo. If you disembark without withdrawing cargo, it will be permanently lost and you’ll need to repeat the delivery.

Walk to the ledger table at The Pandemonium docks and deposit your cargo. You’ll receive 100 Sailing experience, bringing you to Level 2 Sailing. Speak with Junior Jim to confirm the delivery, then return to Squawking Steve Beanie at the pub.

Speak with Steve and Old Grog to complete the quest. Old Grog mentions he’ll hunt down Will and Anne, hinting at future quest content in the Sailing quest line.

The Sailing skill opens up an entirely new training method focused on naval exploration, combat, and commerce.

Quest Complete!

The Basic Raft is a 1×3 vessel with 1 hotspot, 1 player capacity, and 2 crew slots. While modest, it provides everything you need to begin training Sailing through port tasks and exploration. You can upgrade to better vessels like the Skiff at Level 15 Sailing or the Sloop at Level 50 Sailing.

Pandemonium is also a prerequisite for three other Sailing-related quests: Prying Times, Current Affairs, and Troubled Tortugans. Completing these quests grants additional Sailing experience and unlocks more content.

⚔

What to Do After Pandemonium

After completing Pandemonium, visit the Notice Board at The Pandemonium docks to begin training Sailing. The notice board offers Port Tasks, cargo delivery missions between various ports that provide Sailing experience, coins, and shipbuilding materials. These tasks are the primary training method for early Sailing levels.

Focus on port tasks between The Pandemonium and Port Sarim until Level 7, when you unlock a second task slot. Additional task slots unlock at Levels 28, 56, and 84. Port tasks teach navigation, cargo management, and route planning while rewarding logs, nails, and gems for ship upgrades.

At Level 15 Sailing, you can upgrade to a Skiff, which offers more hotspots for facilities and better capacity. Consider building a Wind Catcher facility to generate Wind Motes from sail trimming, which can be released for 150 Sailing experience each. Other training methods include Sea Charting (exploration and puzzle tasks), Shipwreck Salvaging (Level 15+), and Bounty Tasks (Level 30+, hunting sea monsters).

Visit the Shipwright at large ports to customize your vessel with facilities. The Bank Crab Chest at The Pandemonium provides convenient banking for your sailing supplies. Use Captain Tobias at Port Sarim or the Customs Officer at Musa Point to travel to The Pandemonium for 30 coins if you need quick access without sailing.
